White insect ? sac found on my Cottonwood tree in the backyard. Found at about the 5 foot level. Anyone know what this is?

If I were guessing I'd say it's a fungus, but it it could just as well be an insect egg shelter.

i think it might be some kind of insect egg or fungi. it might be a spider egg
