Hi Joshua. I totally agree Woodpeckers are amazing birds, and your mission sounds very interesting. Yet, for increasing the range of missions you need a special permission of the Chief Ranger (Karen). Please stop inviting people to your Woodpecker mission until you talk with Karen and she get the permission for increasing the original range.
