Hi Nuwan, I think this is a Scoliid Wasp, Scolia sp.. Sample species for comparison are: http://bugguide.net/node/view/576595/bgi..., http://www.waspweb.org/Vespoidea/Scoliid.... Scolia is distributed also in Sri Lanka (http://zsi.gov.in/checklist/Checklist_of...).
