What Joseph said. There's really no way to tell without a dorsal shot.
Found this one in my dragonfly book. Its either a Red Saddlebag-tramea onusta, or its a Carolina Saddlebag-tramea carolina. It is a male for sure, and most likely Carolina Saddlebag.
