Porpidia crustulata
They look like spirals or bullseyes. Loosely covering this boulder. Could also possibly be Rhizocarpon concentricum. Not sure they can be told apart macroscopically, but this one doesn't have a very cracked thallus which is why I was leaning towards Porpida
