I think what you have here is a Water Iguana, a baby one, when I was in Arizona in the 80's I seen some dive off cliffs right into the water, it was an amazing moment to see, the cliff had to be 20 feet plus high, in Mexico these are one of the food sources for some areas. If you try to catch one when he is large he will give you a nasty whipping with his tail. They are common in America as pets now, i had one that grew 6 foot long. and it has been found in New York subways, possible neglected or escaped. nice picture though....
