The only bird that fits the description that is US native is the Harris's Hawk...the distinctive rufous wing patches are unmistakable and are shared with no other hawk...although they aren't native to South Carolina, they are native to the US...they are also very popular with falconers because of how easy they are to train...based on your photo, this bird probably belongs to a falconer or a zoo right? There is a chance that they got it from somewhere else or a breeding program...
