Small bee with yellow, fuzzy abdomen and head. The thorax is clear of hair other than the very top where the thorax and abdomen meet. Eyes are large and black. Wings are light brown but mostly transparent. I wasn't able to get a shot of the venation for an ID.
Vetch in grassy area in mixed chaparral.
