Eupelmidae
Small wasp about 2mm long near eggs of some insect. It belongs to egg parasitoid wasps. May be trying to break open the insect eggs to deposit it's own eggs.
Spotted on a tree about 2 meters above ground.
Anastatus Motschulsky is the most common genus of Eupelmidae whose members are egg parasitoids. This female is certainly exploring the egg mass prior to ovipositing one of her eggs into one of the bug eggs.
