Plecia amplipennis
A 7 mm long fly with a flattened body with overlapping black tinted wings. The thorax a was red. Eyes were large with no separation and occupying most of the head. Legs were long, thin and black.
Spotted resting on a Kunzea plant in a nature reserve ( Police Paddocks)

Looks very much like Bibio species - femurs not as thick
