Delphinia picta
Reddish-brown and black body with distinctly patterned wings. These flies wave their wings in a rowing motion when they walk around. I think their faces look a little horse-like. Breeds in decaying organic matter (of which there is plenty at this location).
Suburban backyard with gardens.
These flies are fairly common here. They hang out on the grill and the kids play equipment a lot. In picture 3, the fly was eating something I couldn't identify.
