The flower structure is a cluster of buds that look berry-like before bloom and I think the flowers themselves are green and the white fuzzy part is the stigma (see photo 2). You can see the scalloped leaves in the 4th photo
Growing on a mountain trail in dense, low vegetation (Old Women's Mountain). Kodiak receives heavy rainfall, and the soil is great because the area on the top of the mountain has been mostly left undisturbed since a volcanic eruption years ago on the mainland left a layer of ash.
