This specimen is a male by the tell-tale pupa shell emerging from the posterior opening of the bag. He looks like a black bee and has escaped to increase the population :( http://www.ces.ncsu.edu/depts/ent/notes/...

Unfortunately this is a pest species as the silk that it uses to attach its cocoon it girdles tree branches causing them to die back. They have killed off a lot of trees around here so I now pick off the cocoons & throw them onto the lawn for the bluebirds & robins to enjoy!
