Philanthus multimaculatus
Small yellow and black wasp with green eyes. The thorax has black, vertical stripes where the abdomen has horizontal stripes. The wings are red and black. The antennae are yellow at the base and turn black mid-way through to the tips.
Muhly grass near orchard in backyard. This species is found in California.

I use to read a bk to my children a book about 6 year old wolf who is sent to his Uncle to learn to be mean.
