Polistes dominula
This wasp is a regular visitorr at the hummingbird feeder. It is amusing how the hummingbirds don;t mind him ,while they can't stand each other! It takes it's own sweet time. The second picture shows it sipping the sugar solution. It most likely is an European paper wasp.
Your guess about the European paper wasp is correct. In the reference I sent there is a specific identifier, "no other species of Vespidae has mostly orange antennae." Nice catch of this sugar raider.
