You can also see the other distinguishing mark, there is a pale whitish-blue wash on the base of the hind wing. None of the other similar species have this.

This is a Bar-winged Skimmer. It is a male and just starting to get the pruinose blue color. The key here is the 'wolf's head' on the side of the thorax. You can see a very distinct head with muzzle and ears.
