Description:

Small crane fly. Black body, dark wings with bright yellow halteres (the little round yellow things next to the wings). Larvae of this species live inside rotten wood (as per Bugguide).

Habitat:

Suburban yard (heavily planted).

Notes:

According to Bugguide this is a woodland species. This was spotted in the middle of a suburban neighborhood. Glad to have seen this beauty either way!
