In all my years looking at Crane Flies, I never noticed the little bubbly feelers under the wings This one was sluggish because it got caught in the fridge.

The little "feelers" are called halteres. In the Order Diptera (flies) they are modified hindwings and act as balance and guidance system. This explanation is on Wikipedia.
