Thanks everyone for ID help! It's a signal fly as suggested by S Frazier. I think it got its name for the way it was waving it's wings like a flag man :)
After browsing for some time, to me this looks closest to a Rivellia sp. (Signal Flies - Family Platystomatidae), based on body shape and color, wing shape and pattern. It has a similar but different wing pattern to Rivellia munda. Most important to confirm its presence in the Philippines before using Rivellia sp. as an ID. The genus does appear to occur at least in the region (Indonesia and Japan) http://www.discoverlife.org/mp/20m?kind=... Batocera and Rhagoletis both look quite different in the abovementioned traits from what I've looked at so far...

This looks like a fly to me, either a picture-winged fly (Ulidiidae) or a fruit fly (Tephritidae).
