I met him when he came to Philippines last month :)
Albert, that's OK for me, if your friend has an expertise. I checked both, cannot see any differences to separate, but the range is actually an important criteria.

According to a friend who has great interest in Fulgorids, P.variegata is not present in Borneo.
Looks also like being a Fulgoridae, Fulgorid Planthopper. And it looks like being Penthicodes variegata.
