Though I am not sure exactly which species this is, but this looks most like a Buffalo Treehopper nymph, Genus Ceresa. Here is a link that may help: http://bugguide.net/node/view/10015

If you can't figure out the species, it is acceptable to put the genus name only (like this: Ceresa sp.). :-)
