Hermetia illucens
Dark brown with fine, short hairs. Segmented. Found in most or all of North America (and other areas of the world). The adult of this species is a wasp mimic.
Suburban parking lot, next to a building. Mostly paved area. Normally, larvae live in compost, dung and rotting vegetation (per Bugguide).
I have seen a few of these over the late summer, mostly around the compost bin.
