Shallow waters (to 40 feet) in a variety of habitats, including coral reefs, sandy and grassy bottoms, rocky areas, tide pools, around pilings, etc.
This pair seemed to either be guarding or fertilizing a patch of their eggs (seen as the purple patch on the sand) as they continually circled this area of open sandy floor between coral mounds.
