Vespula intermedia
There were at least a dozen wasps on this tree. The yellow and black ones are Common Aerial Yellowjacket (Dolichovespula arenaria). I just found out there is not much known about their nesting habits so I will try and go back and take a photo if I can find the nest.
Possibly a willow tree, but I'm not sure. Next to a small pond on a short nature trail
