This is a witch hazel cross of Hamamelis mollis and japonica. Since you saw this in Belgium there are many Belgium "cultivars of this plant. Some are Hamamelis intermedia 'Diane' and 'Jelena'. According to my quick read Belgium has a variety called "de Belder" also.
