It is a Gull. Hard to tell which one though. Black on the tips of the Wings could be a Ring- billed Gull, seeings where you are. They're quite common.
Others Gulls have Black on their wings too, like the Herring Gull, etc. The Gull in your photo looks like it has a Grey tail feathers. I'd just ID it it as a Gull.
