The dark blue part of this Man O' War was about the size of my husband's foot, a men's size 10 :)

How big was this? Looks a lot like our By-the-wind-sailors, which also wash up on the Pacific coast in great numbers when the wind is "right". I believe that the Man-o-wars are quite large.
