That appears to b a yearling Brown Pelican (Pelecanus occidentalis). It's just staring to get white feathers on its head and the bill is starting to turn orange near its tip. Brown Pelicans are the species most likely to be found along the California coast.

This is a gray pelican with webbed feet and seemed to be hungry for fish.
