<1mm red bugs, 6 legs, large antennae, leaves red stain.
Middle of parking lot near Susquehanna Bank Arts Center.
My first thought was chiggers but after a bit of research I'm thinking clover mites. Only flora around was manicured lawn. Low resolution images due to android camera.
