This frog has characteristics of both American Toad and Fowler's Toad both of which live in your area. It is my opinion that this is a hybrid between the two. These two species are known to hybridize particularly when the breeding periods overlap as they have the past few years. I would list it as:
Fowler's x American Toad hybrid
Anaxyrus fowleri x A. americanus
