...but then again.. the darter seems larger than my bird, and the darters neck is longer than my bird beak is a little more hooked as well.

Aha! Well, it will make sense why I can't find it! That's very interesting, and now you draw my attention to it, I've noticed that on most of my photos of it, it's swimming with body under water. For some reason I can't enter your link? Thanks :)

I think you have a Darter (snakebird) http://www.projectnoah.org/spottings/195...
Easily confused, the darter swims with body underwater while the cormorant is above water. The male is black and the female is grey and white like my image.
