Carabidae, Cicindeliinae, Cicindellini, most probably Cicindela (Cosmodela) aurulenta. Cosmodela is the subgenus, so Cicindela aurulenta would also be OK.

That looks like it might be a bug. I can confirm with 90% certainty that it belongs to the bug species.
