This looks very much like the Stilt-legged Fly (genus: Rainiera) that we have here in North America. I don't know what their world-wide distribution is, but you might want to start looking there. See http://bugguide.net/node/view/305202 for more information.
They often look wasp-like and in the case of our (Rainiera antennaepes) will even wave their front legs around to mimic the white-banded antennae of many of our ichneumon wasps.
