Cicada molting to adult form just after coming above ground after 13 years underground, part of a mass emergence of these insects that is happening here locally over the next month or so.

Habitat:

The holes they crawl out from are typically at the base of trees, like this one here. They then molt, leaving their discarded brown encasing.
