I again agree with Eric. This is not a Philippine Eagle and it could be a juvenile Philippine Hawk-Eagle with its fully feathered tarsus.

Hi John. Probably not Philippine Eagle (Pithecophaga jefferyi) but maybe a young Philippine Hawk Eagle (Nisaetus philippensis).

Yup. Philippine Eagles are white underneath. And it looks like more of a hawk or a kite than an eagle.
Philippine Eagle's underwings and underside are white. I also agree its not Agila.

Probably not P. jeffreyi. The eagle isn't kept anywhere near the Cordilleras or Sierra Madre, since it can't be coaxed into making a nest in these mountain ranges. They can be seen in Mindanao or Samar-Leyte, but not Luzon (exc. in zoos). Please consider double-checking.
