I again agree with Eric. This is not a Philippine Eagle and it could be a juvenile Philippine Hawk-Eagle with its fully feathered tarsus.

Hi John. Probably not Philippine Eagle (Pithecophaga jefferyi) but maybe a young Philippine Hawk Eagle (Nisaetus philippensis).

@JulianGalvez, P.Jefferyi can also be found in Luzon, though in few numbers particularly in the Northern Sierra Madre... http://en.wikipedia.org/wiki/Philippine_...

Yup. Philippine Eagles are white underneath. And it looks like more of a hawk or a kite than an eagle.

Philippine Eagle's underwings and underside are white. I also agree its not Agila.

Thanks! And my apologies if my ID was incorrect. @Julian & @Ian, is this an Osprey? (I'm not an ornithologist, so I really can't tell)

Probably not P. jeffreyi. The eagle isn't kept anywhere near the Cordilleras or Sierra Madre, since it can't be coaxed into making a nest in these mountain ranges. They can be seen in Mindanao or Samar-Leyte, but not Luzon (exc. in zoos). Please consider double-checking.
