Prunus ilicifolia looks like a good bet. Since it was planted in the rest stop landscaping, I think it's likely. Thanks.

Definitely a Prunus. It looks like Prunus ilicifolia but I can't find it in that area. There are Prunus virginiana - chokecherry in the area but the leaves look a little off. You can check this site for native plants in that area: http://www.cnplx.info/nplx/cprofile?cc=S...
