Spotting

Description:

I am thinking this is a fly, but not sure. If so I would say it was medium in size, has a striped abdomen (black and off white), reddish brown eyes, an off white thorax with thin lines.

Notes:

This insect was spotted in some mulch on our playground. It held very still for a short time, and then off it flew.

Not 100% sure of above ID (not an expert). However, I think that is it, and it's in range.
