After looking through the options brought up, I believe this is Cow Parsnip. This week I might drive out to the location I saw it at to take a good look at the leaves of the plant to be 100% positive. Comparing it to pictures online though, Cow Parsnip sounds like the best fit.
I took this picture a few years ago at the beginning of July. From what I can recall it wasn't knee high, I'm fairly certain it was taller than that. And oh no, another contender, haha! I will look into Angelica as well before editing the spotting. Thanks for the additional info shebe!
If it's blooming now, there's an excellent chance that it's Queen Anne's lace rather than cow parsnip. The two plants are easy to distinguish: cow parsnip has enormous leaves and a huge stalk, where QA lace is knee-high and has lacier leaves like carrots. The flower shape can vary with QA lace with the most mature flowers being more rounded and less pink. It's possible that this is actually angelica, which is also blooming now. It has those characteristic rounds of florets on the end of each of the little stems.
I think you're right Judy. After doing some more research, I think it looks much more like Cow Parsnip. I wish I had some pictures with the leaves in it, but at the time I wasn't thinking of properly ID'ing it! Thanks again.
Queen Annes Lace is much flatter and more delicately lacy and has the very center flower being pink or red... hence the story that when Queen Ann was tatting her lace she pricked here finger and a drop of blood hit the center.

Changed to Cow Parsnip for great justice. Thanks for the help everyone. I'll still try to confirm the leaves if possible to be sure.

This one looks more like one of the Hemlocks or Cow Parsnip
