unknown wasp

Description:

Small wasp found excavating a nest in soil amid a nesting aggregation of Andrena barbara (mining bees). The more grainy-looking mound to the right of the wasp is an Andrena nest. Anyone know what kind of wasp this is?

Habitat:

In a grassy area on the campus of Southern Illinois University, Carbondale. The 6th photo shows the Andrena nesting aggregation that this wasp was in the middle of.
