What a great spotting! I found a couple very similar egg cases years ago and have always treasured them - nice to have an ID :)
Christopher I think you are bang on with clearnose skate :) Def looks like a skate egg case to me. Undulate skate only lives over here, in the UK, clearnose fits the distribution and description! A really cool find, I love finding these things :)
I have three of them and they look very close to a clearnose skate's egg casing
I agree with Saarbrigger, I've seen this type of egg case for dogfish which are probably the same family
Looks a bit like the egg case of a catshark, shyshark or Batoidea.
