Foliose Lichen

Description:

The color looks like it is either whitish-green or a light blue. It often grows on sticks. In the this case, it was not found on a stick. It looks like there are two parts to it, some are open and some are stringy.

Habitat:

Lots of trees, some bushes, lots of moss, next to a park with a grass lawn and a man-made pond, and bordered by houses.

Notes:

Maybe this just grows with water and doesn't need dirt to survive because of how it is found by itself on the ground, not rooted.

This is a very nice photo of a foliose (leafy) type lichen. You are right is does not need soil as it is an epiphyte and happy to perch on other objects. It absorbs all the moisture it needs over its entire surface so it does not need roots.
The presence of lots of lichen suggests that your air is pretty clean with not much air pollution.
