This is beautiful and it is a succulent with a similar strategey for coping with drought but it's not a Cactus. They all belong to the family Cactaceae: http://en.wikipedia.org/wiki/Cactus
A lot of the plants confused with Cacti are succulent Euphorbia, but in this case it looks most like an Agave species. They tend to bear the imprint of the leaves that were adjacent to them in the central bud after they have developed fully, a really beautiful traight
