The sound in the video is coming from this wasp. There were other burrows nearby with one other wasp visible. I am not sure if each is an individual burrow or if they are connected to a larger nest. In the video the wasp doesn't appear until 26 seconds during which the sounds can be heard until it appears. I am not sure if it is laying eggs in there or building a home. It is fun to think about what it is trying to accomplish.

I learned recently it may be a Masons Wasp but I have trouble verifying that. It may change colors during times of breeding?
it is digging it's burrow, like an ant, or a crab. I will add a video to this spotting as well.
