No, not plume. It looks to me like something in the Tribe Spilomelini, or Tribe Nymphulini, I'm not sure...looks like some kind of Crambid Snout Moth though.

As mentioned in the bugguide page I referenced "any azure flying after July 1 is very likely this species."
