Based on the compound eyes and the 9-10 th tergite coloring It suggest to me this is (Baetis tricaudatus). Having two tails makes me very sure on this ID.

Looks like a mayfly (order Ephemeroptera). I found a similar one last week. No idea what genus or species, though!
