Two larvae appear to be eating a green Leafhopper nymph. The last image shows a Sharpshooter in an early instar on a nearby leaf. There is video but it doesn't show much detail as these are very small.

I'm hoping to get some insight on this behavior. Are they eating the Leafhopper?

Pretty certain these are larvae of dryinid wasps, which live in capsule-like sacs as external parasites of leafhoppers and other insects.
