Hi, it is an Enicospilus, a wasp. Search on Google images for this. I have taken a similar photo about a week ago.
Look into the Family Ichneumonidae. It looks like it could be a male ichneumon wasp.
Looks kinda like a midge (family Chironomidae). Beyond that, I have no idea.
