Photo take at the Marina gardens this is an layered Hibiscus. Big flower bright red color came in layers and small bush. this is a common ornamental plant.
It is quite large, containing several hundred species that are native to warm-temperate, subtropical and tropical regions throughout the world

I think your right i was not sure but maybe it is it has more petals than usual.
