May I suggest Oedemera lurida rather than O.nobilis. The latter is more shiny green and the wings are more open. O.lurida is shiny dark green with larger wings and the male's thighs are thinner.

Yes, I know, but Spanish Fly always sounds funny to us spaniards, apart from its supposed aphrodisiac properties.
and yes, maybe it is part of the mandible, but it looks strange!

I was not joking about the Spanish Fly! ;-)

Instead of a Spanish Fly it is a Spanish Beetle, hahaha!
I wonder what is that round thing around the mouth, maybe a water bubble?

I still would say bright green and some little orange mite ;-)... I must admit, I first thought it was a Spanish Fly ;-)...

I am very confident about the genus, quite confident with the species, however, you have to verify it. There are some other of the same genus (Flavipes), which looks similar. But Nobilis has this wonderful bright green iridescence. Sorry I didn't found any English name for this one.
