This is actually a midge (Family Chironomidae), not a mosquito. You're right that it is a female. You can tell the difference between chironomids and mosquitoes because midges: 1. have wings shorter than their abdomen, 2. lack a proboscis, 3. Have smooth wings (no scales), and 4. Rest flat to a surface.
